The roots of Norra reach deep into the history of legal practice in Oulu, extending back to the 1950s when Matti Latola practised law in the city. His son Antti Latola continued the family’s legal tradition and joined the law office Helevä and Holmén in the 1990s, later becoming a partner. Around the same time Mirja Latola joined the practice and brought with her extensive expertise in employment law and real estate law.

In 2005 Antti and Mirja became partners at Krogerus, where they worked for nearly thirteen years. Antti was responsible for the business operations of the Oulu office while Mirja led Krogerus’ nationwide HR and real estate practices. When Krogerus decided to withdraw from Oulu in 2018, the Latolas chose to continue their work independently.

Another strand of Norra’s history dates back to the 1970s. Petri Kokko worked in several Oulu-based law offices in the early 2000s before deciding in 2006 to establish a practice of his own together with his father Juha Kokko, who had practiced law in Oulu since the 1970s. Shortly thereafter Niilo Vähäsarja joined the practice after departing from Roschier and their collaboration evolved into Kokko and Vähäsarja. The practice later continued under the name Kokkolex and in 2015 Antti Pekka Keränen joined as a partner. The office expanded rapidly with the aim of providing business law services in Oulu at a standard comparable to that of Finland’s largest legal practices.

At the end of 2017 Keränen, Kokko and the Latolas began discussions regarding the future. Following Krogerus’ withdrawal from Oulu it became clear that the region would benefit from a new and capable business law office that combined the expertise of larger practices with local presence, straightforwardness and strong client orientation. These discussions quickly led to a shared vision and in 2018 Antti and Mirja Latola together with Petri Kokko and Antti Pekka Keränen decided to merge their practices to form Norra.

Norra continues the long-standing legal tradition in Oulu that has in various forms served its clients for decades while doing so in a way that meets the demands of modern business life. The outcome is a credible and approachable business law office that competes nationally through expertise and high professional standards. Today Norra is the largest law office in Northern Finland, advising clients ranging from SMEs and listed companies to sole entrepreneurs and rapidly growing start-ups both in Finland and internationally. The long-term relationships we have built, some of them lasting several decades, reflect the trust our clients place in us.
